GENERAL REGULATIONS
1. Invitation
Georgia and European Chess Union have the honor to invite all ECU member federations to participate in
the European Youth Chess Championship, which will take place in Batumi (Black see), Georgia between
October the 18th (arrival) and October the 29th (departure).
2. Venue & Schedule
The championship will be held in 5***** Batumi hotel “Sheraton Batumi” (built in 2010). In case of need
second 5***** playing hall of hotel “Intourist Palace” will be at disposal of participants of EYCC 2014.
There is 400 meters between “Sheraton” and “Intourist” via famous Batumi Bulvar.
Representatives of federations who are not present at the delegates meeting will not be paired according
to the decision of the ECU Board.

3. Participation
Each federation can register one (1) player in each of the categories - under 8, 10, 12, 14, 16 and
18 (boys and girls), with the maximum number of twelve (12) players (“invited players”).
The players placed 1-3 in the previous European Youth Chess Championship will have the
personal right to participate in the tournament in the corresponding age-category or a higher agecategory
under the condition they have not reached the age of 8, 10, 12, 14, 16 or 18
respectively by January 1st 2014. This privilege may be exercised once, exclusively in the
subsequent year following the year of the qualification.
Each federation can register an unlimited number of extra players.
4. Registration Fee
The deadline for the registration is August 18th, 2014.
Each player (invited, personal right or extra) and each accompanying official/person must pay
registration fee the amount of 100 € (Euros). This payment is compulsory and represents a
confirmation of participation.
In order to ensure proper tournament standards, all invited players and extra players have to
register through their national federations before August 18th, 2014. The registration form should
be filled in by the national federation and send it back to the contact person before the
registration deadline August 18th, 2014.
All registrations received after the registration deadline has to be confirmed by the ECU.
5. European Chess Union Fee
In accordance with the ECU regulations, the entry fee of 65 EUR is required for each invited player
and player with a personal right; and 130 EUR for each extra player. According to the ECU regulations,
federations are obliged to make the payment of the ECU fee until the end of the second round.

6. Lodging and meals
Free accommodation and full board will be provided for invited players, personal right players
and also for head of delegations from October 18 (dinner) to October 29, 2014 (breakfast).
According to the ECU Rules (Article 14.5.1) for youth tournaments the players are obliged to stay
in one of the official hotels.
The reservation will be done on the 'first come, first served' basis.

Lunch and Dinner for persons accommodated in Sheraton is offered in the nearest high quality restaurant
“Nikala” (300 meters from Sheraton) with open buffet and special price 13 Euro (both Lunch and Dinner).
Participants who preferred Lunch and dinner in Sheraton price will be 30 Euro (both Lunch and Dinner). .

Reservations and payments for hotels must be made before August 18th, 2014.
The organizer will accept requests for early arrival or late departure at the prices stated above.
After the entry form has been filled in and sent to the organizer, the national federations will send
back invoices for bank payments. The invoices will contain all the necessary details for the
bank payment.
All bank commissions must be paid by a sender. In case they are not paid, the organizer will
provide an invoice which must be paid before the start of the championship.
7. Travel and Visas
The organizer will provide transport services of all participants from Batumi International Airport,
Tbilisi international airport, Trabzon (Turkey) airport to Kutaisi hotels on October 18th as well as
the departure transfer on October 29th.
Travel price from Batumi airport (2 ways) to hotels is a 20 Euro.
Travel price from Kutaisi airport (2 ways) to hotels is for each person 45 Euro.
Travel price from Trabzon airport (2 ways) to hotels is for each person 60 Euro.
Travel price from Tbilisi airport (2 ways) to hotels is for each person 70 Euro.
If any delegation arrives one or two days before the competition the same service will be
provided.
Players who make private transport arrangements and clearly indicate this in the registration form
will be fully responsible for any problems they experience during arrival or departure.
The EU, Turkey, Israel, former SU including Russia and almost all European countries citizens do
not need Georgian visas. They will get free of charge stamp in Batumi or Tbilisi airport. The
citizens of FYR of Macedonia will get Georgian visa easily in Batumi or Tbilisi Airport. The cost of
visa is about 25 Euro.
8. Rules and Regulations
The ECU Tournament Rules shall be followed.
The tournament will be played according to the Swiss system in 9 rounds. National ratings will not
be taken into consideration for pairings. The time rate will be 90 minutes for the first 40 moves
followed by 30 minutes for the rest of the game with an addition of 30 seconds per move starting
from move one.
Zero-tolerance rule will be applied for each round.
Players may only agree to a draw after the 40th move has been made by Black. Players violating
this rule will be forfeited. If a player is offered a draw before the 40th move has been made by
Black, he should call an arbiter. His opponent shall be punished for distracting, according to the
FIDE Laws of Chess.
9. Prizes
Each participant will receive an appropriate present.
10. Chief Arbiter and Appeals Committee
The names of the Chief Arbiter and members of the Appeals committee will be announced not later than
May 15, 2014.
11. Tournament Bulletin
The tournament bulletin will be available on the website for all interested persons free of charge.

The local currency is Georgian Lari.
