                       GENERAL REGULATIONS

 

1. Invitation

The Government of Georgia and Georgian chess federation under the patronage of European Chess Union President Mr. Silvio Danailov, have the honor to invite all ECU member federations to participate at the European Youth Cup, which will take place in Ureki at the black seaside of Georgia between June the 16th (arrival) and June the 26th (departure).  Black Sea water temperature at this time will be about +28.

Official hotel of EYC “Kolkhdida” http://kolkhida.ge/ is situated at the unique coast rich in pine-trees. It has a private 3 ha yard and 250 meters long private beach. Subtropical climate, warm sea, sun and unique magnetic sand – this true magic of the nature offers magnificent possibilities for tourist rest, health and treatment.

3.  Basic Information about the Tournament

  • The championship will be held in 3 categories for girls and boys (up to 8, 10, 12 years). The players should fulfill the conditions that they didn’t reach the age of 8, 10, 12 years by January 1st of 2013.
  • The championship will be based on 9 round Swiss system in accordance with the ECU Tournament Rules and Fide Rules of Chess. The time control will be 90 minutes for the whole game with an increment of 30 seconds per move, starting from move one.

·         Communication between players (the offer of draw) is forbidden until the 40th move

has been played.

 

4. Registration & Late Registration

 

  • The deadline for the registration is May 20th, 2013.
  • The registration fee for any participants - players, coaches and accompanying persons is 50 Euro.  
  • Penalty for the late registration (After May 20th, 2013) is 50 euro for any participant. 
  • In order to provide appropriate tournament conditions, the Federations must complete carefully the official registration form and send it back to the contact person before the registration deadline May 20th, 2013.
  • The registration fee can be transferred or paid after arrival in Ureki.

 

5.  Lodging and meals

 

All players and guests are invited to stay in the official hotel of European Youth Cup hotel “Kolhida” *** http://kolkhida.ge/

 

Price of Full Board (breakfast, lunch and dinner) for per person per day is next:

  • Reservations and payments for hotels must be made before May 20th, 2013.
  • Each foreign delegation will be provided with 1 free single and 1 free double room (total 3 persons) with FB between June the 16th (arrival) and June the 26th (departure).

 

 

6.  Bank account

 

  • Bank account of the organizing committee will be given a little later.
  • All bank commissions should be paid by sender.

 

7.  Prizes

 

  • The champions and second winners of each age category will be awarded with modern laptop computers.
  • III – IV – V winners of each age category will be awarded with modern photo cameras and mobile phones.
  • Each age category of boys and girls sections, the first three winners will receive cups, medals and diplomas, the fourth and fifth only diplomas.
  • Special money prizes are considered for I – II – III – IV – V winner’s coaches.

  • Prizes will be subjected to 20 % Georgian Income Tax.
  • In case of Tie – break prizes will not be shared.

7. Tie – Break

In case of equal points the order of players will be determined by the following tie-break procedures:

  1. Median Buchholz 1, the highest number wins
  2. Buchholz, the highest number wins
  3. Progressive score
  4. The greater number of victories

8. Travel and Visas

 

  • The organizer will provide transport services of all participants from Batumi International Airport (65 km) or Tbilisi international airports (300 km) to Ureki hotel on June 16th as well as the departure transfer on June26th.   
  • Travel price from Batumi airport (2 ways) to Ureki hotel is a 35 Euro.
  • Travel price from Tbilisi airport (2 ways) to Ureki hotel is for each person 70 Euro.
  • If any delegation arrives one or two days before the competition the same service will be provided.
  • The EU, Turkey, Israel, former SU including Russia and almost all European countries citizens do not need Georgian visas. They will get free of charge stamp in Batumi or Tbilisi airport. The citizens of FYR of Macedonia will get Georgian visa easily in Batumi or Tbilisi Airport. The cost of visa is about 25 Euro.
